Abstract
Clustering - a Strategic Tool for Human Capital Development in Romanian Small and
Medium Enterprises
In contemporary society, a knowledge-based society, human capital is recognized as the
fundamental factor of overall progress, and experts agree that long-term investment in
human capital has strong drive and propagation effects at all levels: individual,
organizational, national, regional and international levels. At the organizational level,
human capital development is a crucial source of competitive advantage, a determinant of
the competitiveness of the organization. Unfortunately, most small and medium enterprises
(SMEs) in our country show a lack of resources, facilities and technical expertise. As a
result, to start a strategy with a real chance of success in innovation of products and
services, under the present conditions of knowledge-based economy has become
increasingly clear that companies need to participate in networks, alliances and
collaborations to reduce increasingly high costs of the technology transfer. In recent
decades, business clusters have been seen as a strategic tool that allows, in particular for
SMEs, to develop human capital and to be competitive internationally. The paper shows the
role and the importance of clusters for economic development of regions, but especially for
SMEs in Romania, as a strategic tool that they must use to develop human capital and
achieving competitiveness.
